Introducci\u00f3<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>L&#8217;informe de resultats 2023 del Pla Nacional de Control Oficial de la Cadena Aliment\u00e0ria 2021-2025 presenta a la web els resultats del Pla Nacional de Control Oficial de la Cadena Aliment\u00e0ria (PNCOCA) per a l&#8217;any 2023, que forma part d&#8217;una estrat\u00e8gia quinquennal (2021-2025) destinada a garantir la seguretat aliment\u00e0ria, la qualitat i el compliment de les normatives. Aquest informe \u00e9s el resultat de la col\u00b7laboraci\u00f3 entre diverses autoritats competents a nivell estatal espanyoles, incloent-hi el Ministeri d&#8217;Agricultura, Pesca i Alimentaci\u00f3 (MAPA), <a href=\"http:\/\/aesan.gob.es\/AECOSAN\/web\/home\/aecosan_inicio.htm\" target=\"_blank\" data-type=\"link\" data-id=\"http:\/\/aesan.gob.es\/AECOSAN\/web\/home\/aecosan_inicio.htm\" rel=\"noreferrer noopener\">l&#8217;Ag\u00e8ncia Espanyola de Seguretat Aliment\u00e0ria i Nutrici\u00f3 (AESAN) <\/a>i les diferents autoritats competents a nivell auton\u00f2mic.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"2_Objectius_del_PNCOCA\"><\/span><strong>2. Objectius del PNCOCA<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>En primer lloc, cal recordar que els objectius principals del PNCOCA, que s\u00f3n objectius d&#8217;alt nivell mostrats a l&#8217;informe de resultats 2023 del Pla Nacional de Control Oficial de la Cadena Aliment\u00e0ria 2021-2025:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Assegurar el compliment de les normatives en mat\u00e8ria de seguretat aliment\u00e0ria.<\/li>\n\n\n\n<li>Monitoritzar i controlar la qualitat dels productes alimentaris a qualsevol part de la cadena aliment\u00e0ria.<\/li>\n\n\n\n<li>Protegir la salut i els interessos dels consumidors.<\/li>\n\n\n\n<li>Millorar l&#8217;efectivitat dels sistemes de control alimentari.<\/li>\n\n\n\n<li>Promoure la transpar\u00e8ncia i la rendici\u00f3 de comptes a les pr\u00e0ctiques de seguretat aliment\u00e0ria.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"3_Metodologia\"><\/span><strong>3. Metodologia.<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>L&#8217;informe detalla les metodologies utilitzades per dur a terme auditories i inspeccions a diversos programes de seguretat aliment\u00e0ria. Els aspectes clau inclouen:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Auditories<\/strong>: Es van realitzar auditories regulars per avaluar el compliment de les normes de seguretat aliment\u00e0ria.<\/li>\n\n\n\n<li><strong>Inspeccions<\/strong>: Es van dur a terme inspeccions en diversos punts de la cadena de subministrament aliment\u00e0ria, incloent-hi la producci\u00f3, processament i distribuci\u00f3.<\/li>\n\n\n\n<li><strong>Recull de dades<\/strong>: Les autoritats van recopilar dades sobre taxes de compliment, no conformitats i accions correctives adoptades.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"4_Resultats\"><\/span><strong>4. Resultats<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4.1 Resultats d&#8217;auditories<\/strong><\/h3>\n\n\n\n<p>L&#8217;informe de resultats 2023 del Pla Nacional de Control Oficial de la Cadena Aliment\u00e0ria 2021-2025 proporciona un desglossament detallat dels resultats de les auditories per regi\u00f3, destacant els resultats seg\u00fcents:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Andalusia<\/strong>: 100% de les auditories programades completades.<\/li>\n\n\n\n<li><strong>Arag\u00f3<\/strong>: 80% de les auditories completades, amb una auditoria addicional realitzada.<\/li>\n\n\n\n<li><strong>Madrid<\/strong>: Nom\u00e9s es va completar el 25% de les auditories programades, cosa que indica importants bretxes en el monitoreig del compliment.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-media-text has-media-on-the-right is-stacked-on-mobile\"><div class=\"wp-block-media-text__content\">\n<h3 class=\"wp-block-heading\"><strong>4.2 Taxes de Compliment<\/strong><\/h3>\n\n\n\n<p>Les taxes de compliment generals a diversos programes de seguretat aliment\u00e0ria es van informar amb una mitjana de 89.3% per a l&#8217;any. Els programes espec\u00edfics van mostrar diferents nivells de compliment:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Programa d&#8217;Inspecci\u00f3<\/strong>: 95.73% de compliment.<\/li>\n\n\n\n<li><strong>Programa d&#8217;auditoria<\/strong>: 82.94% de compliment.<\/li>\n\n\n\n<li><strong>Escorxadors<\/strong>: 89.28% de compliment.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4.3 No conformitats<\/strong><\/h3>\n\n\n\n<p>Es van identificar diverses no-conformitats en diferents regions i programes. Es van registrar un total de 8 no-conformitats, i es van establir plans d&#8217;acci\u00f3 per abordar aquests problemes. Destacats Regionals<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>L&#8217;informe proporciona informaci\u00f3 sobre l&#8217;exercici de diverses comunitats aut\u00f2nomes (CC.AA.) a Espanya, amb resultats dispars i amb particularitats en funci\u00f3 de cadascuna:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Catalunya <\/strong>va aconseguir resultats satisfactoris a les auditories programades, encara que es van recomanar millores en la qualitat de les inspeccions.<\/li>\n\n\n\n<li><strong>Extremadura<\/strong> va completar totes les auditories programades, amb avaluacions positives dels sistemes de control implementats.<\/li>\n\n\n\n<li>A <strong>Gal\u00edcia<\/strong> totes les auditories programades es van dur a terme, amb controls efectius observats a la higiene de la producci\u00f3 prim\u00e0ria.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"6_Conclusions\"><\/span><strong>6. Conclusions<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Aquest informe conclou que el PNCOCA ha aconseguit aven\u00e7os significatius en la millora de la seguretat aliment\u00e0ria i el monitoratge del compliment. Les conclusions clau inclouen:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L&#8217;efectivitat general dels sistemes de control \u00e9s satisfact\u00f2ria, per\u00f2 hi ha \u00e0rees que requereixen millores, especialment en capacitaci\u00f3 i documentaci\u00f3.<\/li>\n\n\n\n<li>Es va destacar la necessitat d&#8217;ex\u00e0mens independents dels sistemes d&#8217;auditoria, amb plans per a avaluacions futures el 2024.<\/li>\n\n\n\n<li>Es requereixen esfor\u00e7os continus per abordar les no-conformitats i millorar les taxes de compliment a totes les regions.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"7_Recomanacions\"><\/span><strong>7. Recomanacions<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Basat en les troballes, l&#8217;informe de resultats 2023 del Pla Nacional de Control Oficial de la Cadena Aliment\u00e0ria 2021-2025 ofereix diverses recomanacions per a totes les parts implicades:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Millorar la capacitat<\/strong>: Augmentar els programes de capacitaci\u00f3 per als inspectors per assegurar que estiguin ben equipats per dur a terme les seves funcions de manera efectiva.<\/li>\n\n\n\n<li><strong>Millorar la documentaci\u00f3<\/strong>: Establir pautes m\u00e9s clares per a la documentaci\u00f3 per assegurar el compliment de les normes de seguretat aliment\u00e0ria.<\/li>\n\n\n\n<li><strong>Monitoritzaci\u00f3 Regular<\/strong>: Implementar un monitoratge m\u00e9s freq\u00fcent de les taxes de compliment per identificar i abordar problemes de manera oportuna.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"8_Perspectives_de_futur\"><\/span><strong>8. Perspectives de futur<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>L&#8217;informe emfatitza la import\u00e0ncia dels esfor\u00e7os continus per mantenir i millorar els est\u00e0ndards de seguretat aliment\u00e0ria a Espanya.
